The Payment Card Industry Data Security Standard (PCI-DSS) is front-and-center for any company that stores credit card numbers (CCN) .  One of the 12 requirements of the DSS is encryption.  However, given the distributed nature of applications, managing encryption and the keys across heterogenous operating systems, databases and applications poses significant operational constraints.
